What is the trigger that changes the cost to build Supply Ships?

The build cost increases by 8 or 10 Promethium

Twice the build cost increased by 8 promethion and the 3rd time the cost increased by 10.

My guess is the trigger has to do with the total production value for a shipyard.

Design you own. When the computer makes the ships sometimes it makes “interesting” choices. Plus the shipbuilding in this game is absolutely fantastic.
