Playing as Xeloxi I conquered Fen and set about making it a Xeloxi world except, the entire population slowly turned into Festron but keep their original portrait.
There were other races present when I conquered it, they became Festron too. As I add more Xeloxi, sooner or later at some point they become Festron.
That’s what they do. There just isn’t a way to deal with the plague.
I read their comment about laying eggs but never encountered it before.
It would be really nice to have civilian transports that I could load up with Festron and land on a star.
Have now eradicate Festron on Fen, just prior to accidently winning on Prestige, again.
Now playing as Festron 
Next time you find any Pirates, simply build transports/ships, load any Festron citizens on them and send them in their direction.

As far as I know, it should be safe to put them on constructors, or colony ships that you intend to send to colonies that will never be core worlds. You have to be quick about it, though, before they infect your other citizens. It might be possible to stop the spread by imprisoning them until you can get a constructor/colony ship built, but I haven't had a chance to try that yet.
