Does an Econ Starbase affect a colony?

If I have colonies in the radius of my economic starbase, do they get the bonuses (which are then sent to the core world). Or is it only when the core world is in the radius is a multiplier given?

As far as I know, the bonuses from the Economic starbases are percentage increases to manufacturing, research, income, and do not apply to the minerals, tech, etc sent from a colony to its core world. Which is why you can't build an econ starbase if there is no core world in range.

I haven't tried it yet but I think you can stack, yes.

Edit: My answer was specifically about econ star bases.

Just tried and the answer is.  No.

This is the mining starbases.

You get the resources only once.

If by "stack" you mean - can you surround a core world with Economic starbases and receive the benefits from all of them - the answer is yes -
