Unable to start because of "partial state of install" errors

Recommended fix doesn't work

I tried the "fix" that seemed to work when I had this problem before (renaming DLC folder to dlc.org and repairing) but when I bought another DLC it recurred. I have these in my oldest folder - DLC.oldest:
"E:\SteamLibrary\steamapps\common\Galactic Civilizations III\DLC.older\DLC2_MegaEvents"
"E:\SteamLibrary\steamapps\common\Galactic Civilizations III\DLC.older\EXP2_Crusade"
"E:\SteamLibrary\steamapps\common\Galactic Civilizations III\DLC.older\EXP4_Retribution"
This is what's now in DLC.old
"E:\SteamLibrary\steamapps\common\Galactic Civilizations III\DLC.old\DLC2_MegaEvents"
"E:\SteamLibrary\steamapps\common\Galactic Civilizations III\DLC.old\EXP2_Crusade"
"E:\SteamLibrary\steamapps\common\Galactic Civilizations III\DLC.old\EXP3_Intrigue"
"E:\SteamLibrary\steamapps\common\Galactic Civilizations III\DLC.old\EXP4_Retribution"
And DLC now contains:
"E:\SteamLibrary\steamapps\common\Galactic Civilizations III\DLC\DLC2_MegaEvents"

When I had the problem last you weren't able to locate the licences for the four DLC I believe I purchased but at the very least I would like to be able to play using the ones I definitely can show I own via steam. Considering I have been buying your products at least as far as 2006 I would frankly prefer if you would just "give" them to me via one platform or another so I could uninstall and reinstall the whole thing and play it!

Sorry to hear you are having trouble.

Please make sure that the DLC are installed via Steam.

Also, you may delete the old DLC folders and only keep the new one.

I removed all the earlier folders and reinstalled only the two DLC I had purchased via Steam. I am still getting this error message relating to megaevents, crusade and intrigue (I bought Intrigue and Retribution via Steam).

Please try purge and reinstall.

Purging game installation


Please uninstall GC3 from Steam by following the instructions below.

STEAM: Right click GC3 in your Steam library and select "Uninstall..."

After GC3 has been uninstalled, please press the Windows key and "R" at the same time. In the window that appears, paste the path below and hit enter:

  %userprofile%\Documents\My Games 

In the "My Games" folder, if there is still a folder remaining called "GalCiv3" (or "GC3Crusade") please rename it so a new one will be generated.

Once again, press the Windows key and "R" at the same time, and use the path below:

  %programdata%\Stardock\ 

You should see a folder named "Galactic Civilizations III", please rename this as well.

Lastly, please navigate to the path below and delete the entire folder for GalCiv3:

STEAM: C:\Program Files (x86)\Steam\SteamApps\common\Galactic Civilizations III

Note: The path above assumes you've installed GC3 to the default Steam directory. You may need to adjust the path accordingly if it is installed to a non-standard location.

Restart your computer and reinstall GC3 using Steam. After it has completed the installation, please create a new save and let us know if you experience any further issues.
