Cannot build shipyards

I've assigned governors to my Core planets, but still cannot build shipyards

I have several Core planets under my control.  I've assigned Governors to each of them.  I've made many improvements to each of those planets.  But I still don't see 'Shipyard' under Available Projects.  How exactly do I build shipyards on these other worlds??

When you are on your planet map screen, the build shipyard button is the red circle thingy at the top left area of the hex map.

Thank you!  They must have moved it. When I first downloaded the game a few weeks ago, I swear they had it under “Available Projects”.

They moved it because it was so common to want to bounce back and forth between a world and its shipyard. I much prefer this this way.
