accessing or leaving shipyard bug on new game map

I have encountered a bug where I cannot move a ship into the shipyard and when I build a ship in that shipyard, even a probe, it will not move out of the shipyard.  It's a bug I encounter on turn one of a new game, some newly generated maps have the bug and sometimes not.

If you have a savegame where this is reproducible it would help a lot if you uploaded it to a cloud service (DropBox, Google Drive, One Drive) and post a link here, so the developers can take a look at it.

Savegames are located in \Documents\My Games\GalCiv4\Saves
