windowblinds skin is not appliying start menu skin the window icon is there all the time in left hand bottom corner

You need Start 10 or Start 11 installed to get the Start menu from the skin showing.

Start11 - Customize the Start Menu and Taskbar in Windows 10/11.

Also remember windowblinds is not yet supported by Win11, as now is the time many users will get the update through Windows Update, if you wish to continue to use WB, you can not update, there is a work around that can make WB10 work on Win 11, but it is not perfect, but is functional, bear this in mind.
