Problems with Poaching

I have Poaching in a game that is now in Beta 0.81, and I'm encountering two problems:

  • When a take over a core world, I don't take over its governor, as Poaching says I should. I have to add a governor to the world before I can interact with it as a core world.
  • Once I add the governor, the button to build a shipyard is not present, even though the world has no shipyard. (No shipyard for the world shows in the map or in the list of shipyards, and I don't get the UI asking me what it should be doing.) 

This has happened for both core worlds I have taken over. They were both core worlds before I took them over; I needed transports to capture them, and they had already built-out tiles.

While the captures happened under Beta 0.81, I started the game under the previous beta version.

Thats not how Poaching used to work.  However, I have found Poaching a two-edge sword.  If you battle a crazy, stupid AI player, they over do the core worlds and you have to deal with that. Firing a Governor is not pretty.
