Question About Executive Orders

As I was playing a game as the Mimot Brotherhood (my favorite!) I noticed that the Executive Orders icon at the bottom of the screen had the number 10 in a circle slightly above and to the right of it, so I clicked on it to see what Executive Orders were available.  As you can see from the screen snapshot below, there are only 9 Executive Order icons visible and 2 of those are disabled because I recently executed them so they will not be available again for a while.  My question is: To what does the number 10 refer?

This was reported a week or two ago in the Discord. No one came up with any ideas then, but I wondered if it was a design limit inadvertently left when this newer UI was designed and the 10th EO is missing because of no room in the que.

I thought you could scroll with the mouse wheel to see the 10th? Is that a thing?

You should be able to scroll to see the 10th one.

Scrolling doesn't work in my current game (77b).  My number is 5 with 7 showing - the five are the choices currently available.  I really hope they're working on adding the scrolling feature and making all Executive orders viewable.  We need to see what our choices are & when they'll become available.

I tried putting my cursor in the window containing the icons and scrolling and it worked!  However, from a user point of view that is not the proper mechanism to use.  Up at the top of the screen where all of the resources are displayed you have scroll arrows to move left or right.  I suggest that you do the same thing with the Executive Orders window.  Using the mouse wheel, which is usually used to scroll up and down, to scroll left and right is not intuitive.

Putting cursor in the window containing the icons and scrolling doesn't work for me.  However as I said, only 7 Executive Orders are showing with 2 not available for selection.  I have no idea what the missing ones are or why they don't appear.  I'm playing as Terrans - are some not available to that Civ?

Update - OK, I waited for my control points to increase (up to 40) and now I'm showing 9 with all 9 available, but I still can't see all potential Executive Orders by scrolling.

As you progress in the game, more Executive Orders will become available.  The window containing the icons only displays up to 9 icons (on my computer).  Once you get at least 10 icons the scrolling will work.

That makes sense, but I've never gotten up to 10 and I'm on turn 450.  I'm back down to 8 without using any Executive Orders.  I did rush something on a planet so maybe that took away one of my choices.  I still think all 10 should always show on the screen.

I am 251 turns into a game and I have 12 possible Executive Orders.  The first screen snapshot shows the first 9 and the second screen snapshot is after I scroll right and shows the other 3 Executive Orders on the far right.
