Scan Planet needs clarification

V0.77, in the event "Experimental Technology" there is a requirement to 'Scan Planet'. My assumption was that I needed to send a survey ship to scan the planet, and it was only when I happened to later be in the planet menu that I noticed the 'Scan Planet' project in the far lower left corner of the screen.
