Only Survey Ships Upgradeable?

Ok so I discovered that one of the Terran Resistance ships didn't seem to be upgradeable, and I thought it was a bug. Now I just discovered that two of the Terran Alliance ships are also not upgradeable anymore. I noticed the commonality between the ships that I can't upgrade is that they are not survey ships. The Commander ships that are capable of surveying seem to be able to upgrade, the one's that can't survey don't seem to be able to upgrade.

 

This seems to be new with the new patch. Is this working as intended, or a bug? If it's intended, at least I won't need to waste any more leaders on non-survey ships I guess.

There be bugs in this beta. 8C   

This is one of the known ones hopefully fixed Monday.

FTR the bug is that no warship is upgrading.

What is your definition of upgrade?

Adding things to the ship after it gains the UP arrow of experience, or actually retrofitting it to a better vessel?

The first, you would know better with the redesigned ships as I have not bothered with that aspect of the game yet.
