Best GPU (and maybe CPU or memory)

I am not sure just looking at the benchmarks will help with this question.  I like playing long massive games with huge numbers of ships, etc.  Often, at large numbers of units, the game eventually either slows down and becomes unplayable or it just crashes.  So my problem is not running faster or having more frame rates, it is being able to support the most number of units. 

I currently have a 2080Ti.  Would upgrading to a 3080 Ti increase the number of supported units before the system starts churning?  Would the 3090, with its massive 24 GB memory, allow me to play with an even larger number of units?

I currently have an 8700K CPU.  How important is it to up the core count to accommodate large numbers of units?  Would a CPU upgrade be more important than a GPU upgrade?  What current CPU would you recommend, a i9-12900K or a Ryzen 9 5900X for my situation?

I am running 32.0GB Dual-Channel @ 1066MHz (15-15-15-36) memory.  Is memory any sort of bottle neck for large numbers of units?

A CPU upgrade would help far more than GPU. Not worth just upgrading the RAM speed, as that CPU is the best available on your motherboard. Basically, you need a new M/B in order to get a newer CPU. If you can wait, Ryzen 7000 series is almost here.

2080Ti is plenty for this game, it's the unit "AI" needing CPU power. Not sure how well it scales with core count vs clock speed? Someone else will know.
