Cannot download any skins from site without suscription

Hello

Anytime I try to download a free Windowblinds skin as a visitor, I fail, as a message pops up saying "Download Unsuccessful - You are currently at your download limit. (6 / 5)"

This is strange as I check the downloaded skins for that day and it says 0. 

I understand, that as a visitor, I have the right to download up to 5 Windowblinds skins without paying for suscription. 

¿ What is the reason ? Is there any issue in the site ?, or the rules have changed and now is mandatory to pay a suscription in order to download skins ? There are other web site that offer Windowblind skins for free, so don´t understand why do I had to pay when a skin is marked as free to download. 

I will be grateful for any help.
