Black Ring Around Galaxies in 0.65

I started a new game as the Mimot and my starting galaxy has a black ring hiding the outer cells of the galaxy.  I can send a ship into the black ring, but I lose the ability to select the ship when I do.  I can hover over it to display what it is, but I cannot select it.  In the first screen snapshot below you can see the probe named Theia that is just into the black ring.  The second screen snapshot is zoomed out so you can see that the black ring completely surrounds the galaxy.  Is this a new feature or a bug?  If it is a feature, you should probably explain what the black area is.  Just thought you should know.

the ring seems to be attached to problems with the zoom tools, for me.  I can barely play, as every time I move my view, I end up in empty space.

I see the ring too, but so far I'm not having any zooming problems.

I also have the ring.  At full zoom-out it actually hides my home system.  Even at full zoom-in it still hides part of my home system and sector.

The zooming issue I had yesterday doesn't seem to be happening today.  It was a strange glitch.

But the black ring is still around the sector perimeter.

I have the same issue.  Went over to the 0.60 (not test) edition and the problem does not exist.   Wanted to be sure it wasn't some Windows 11 update, Nvidia, or anything else related to my machine.
I will have to settle with playing on 0.60 until this item is cleared up.
