Title: Approval Relics appear not to be working

Version: 0.55 Alpha

Body: Built 15 Approval relics 180% approval bonus. Appears to not be applied anywhere. Even after removing all the starbases the approval of the colonies does not change.

Agree. If it was working correctly you'd expect it to be shown in each citizen's approval.

Additionally, the bonus from having Harmony Crystals built on your planet is not applied anywhere.
