Multiplayer DLCs lift restrictions

Hello,

It is hard to get friends to play this game when the cost of getting the full unlimited edition is ~80 euros .
If I have the full game(all dlc's) I should be able to host a multiplayer game and my friend should just need the basic game and get access to them while in my game.
The company would still get to sell the game to a new player instead of getting nothing.
This approach is used by games like Stellaris, which is a mess of game , full of bugs but playable with friends and easy to get others into it because of this simple feature.

I second on this, I love Galciv 3, and bought all of the dlc. I don't see any of my friend buying all of the dlc, there should atleast be a way to be able to play with other players that don't have all the dlc.
