Multiplayer help

froze on wait

Trying to play multiplayer. We create a game, load up and do our turn 1 actions. hit end turn and get frozen on "wait."  started multiple games with various configurations. Can never get past turn 1. Please Advise.

*EDIT - platform is Epic games if that matters.

I haven't gotten stuck on turn 1 but I've gotten stuck a couple of turns in before on "wait" (around turn 20-25 if I remember right). Someone would do their turn and then it would say "wait" but the thing that tells you whose turn it is still would say their name.
