Intrigue bug

When I play Intrigue and it tells me to select a government, government lists do not show up and the game doesn't allow me to move past that point. I haven't found a fix so far

Is this on the Steam or Epic version of GC3? Can you also provide any PC specs etc.

I have two this problem. Version is epic games. When I colonize second planet, I need to change goverment, but it's did not show and I do not skip this and run next turn
