We are working to get the other languages added. We expect them all to be online in the next few days. You won't need to do anything special (everyone who got a free copy of the game will get the additional languages as well).

As far as I understood the problem, there is no way to specify the localization language in the epicgame interface. But there is an option to specify a console option at startup. The -epiclocale=ru option does not work. You need to be able to specify the localization language and reinstall the game.

There is a choice of language in the game settings via Steam, but only the console command is available in the Epic Store, which is not available for Galactic Civilizations III

Yes, non-English languages are available on Steam and we are in the process of putting them up on Epic too (should be soon).

But I'm not sure what you mean about the console commands. You can set those in both Steam and Epic.

I meant "Startup Options" for Steam or "Advanced Command Line Arguments" for Epic Games. In which you can enter the command like <-locale=en> to select the desired language.
