planets dissappear

Arcean surrender and their planets dissapear.  Is this a bug.  or something they added on a patch

They changed the behavior sometime this year so that when a civilization surrenders their planets just disappear.

You can change that in one of the options menus when setting up a new game, but you can't change it for a game that's already been started, unfortunately.
