[Bug 4.01] Tool tip for some buildings say it cannot be destroyed. Super easy, barely an inconvenience.

I am playing the Tywom. I just conquered the YOR and noticed the Planetary Mainframe and Planetary Extractor improvements have "Can not be destroyed" in the tooltip. I verified I can destroy the improvement by the Destroy button and using the delete buton on my keyboard. 

I don't have any MODs running

A couple related things: Colonial Banks cannot be destroyed - why? Financial Sectors can be destroyed. Also, Yor should be allowed to destroy cities.

Lots of the tooltips are incorrect / haven't been updated since the very first rules, which have changed greatly over time.  I'm pretty used to it by now, so no harm to me.

However, I strongly second that bio cities should be destructible, even if only by synthetics.

I did some checking and found that improvements that can not be destroyed are all messed up.

The text “Can not be destroyed” only appears in the Retribution version of the file that contains text for the improvements.  There are 40 improvements that have the “Can not be destroyed” text.

There are two files, one for Crusade and one for Retribution, that contain the xml code that defines the improvements.  These definitions may or may not contain the code that actually makes the improvement indestructible.

There are 23 improvements with the indestructible code in both Crusade and Retribution despite the Crusade versions not having the text indicating they are indestructible.

There are 14 improvements with the indestructible code only in the Crusade versions despite the Crusade versions not having the text indicating they are indestructible and the Retribution versions having the text indicating they are indestructible.  The Planetary Mainframe and Planetary Extractor improvements are in this group.

There are 3 improvements without the indestructible code in either version despite the Retribution versions having the text indicating they are indestructible.

It seems like all 40 are bugged in one way or another.
