Game FPS too low

Any suggestions appreciated.

I am loving OTC but despite having way above recommended specs, my game does not run at more than 20fps; usually going down to 10-12fps and even 4fps when on a Huge map size with 6 players. I have noted down my system specs, software/driver versions and things I have tried so far.

System Specs:
i7-8750H
16GB DDR4 2666MHz RAM
Nvidia GTX 1050Ti Max-Q (4GB VRAM)
512 GB NVMe SSD

Software/Driver Versions:
Windows 10 Pro ver 10.0.19041.572
Nvidia Game-Ready Driver ver 456.71
OTC ver 1.23.40207

Solutions tried so far:
Game re-install
Steam re-install
Purging game files + re-install
Running Direct3D 9 version

Another thing I want to note here is that every time I run OTC and run the game file validation check, it always fails. And then it repairs itself but then after launching the game next time, it fails the check again.

That is odd.   You have good specs.  I have...a theory.  I think your laptop might be throttling (from heat).  Do you have any means to check your temps?

I have Intel XTU. My temps on the CPU are quite hot, around 88-90C. However, my GPU never goes above 70C. Moreover, I place my laptop on a stand where there is no restriction to airflow. Also, I have never experienced any throttling while playing much more intensive games like GTA 5 on 1080p with High settings.
