Political Machine 2020 Gamebreaking Bug

The game launches fine, I can select characters (though my created characters are never there), and start a game normally. But when I start a new campaign, the states are locked either blue, red, or purple, I can't select or pull up anything, I can't even exit the game when pressing escape. The game is frozen even though my computer isn't. I've had this issue for a few months now, and still haven't been able to figure it out. I've uninstalled and reinstalled the game countless times, steam multiple times, and tried clearing my files numerous times. I validate the files, it says it needs to reacquire one, so I validate again and it says all the files are fine, but when I launch the same thing happens. And when I try validating after launching the game, it says one file needs to be reacquired again. Please help I have tried everything.

The file being reacquired is a bug with Steam.

What are you running it on?

I have an Intel i5-7300HQ CPU @ 2.50GHz, 8gb RAM, and an NVIDIA GTX 1050 Graphics Card in an Inspiron 15 7000 Gaming laptop

Do you have any anti-virus or malware which might be preventing the game from launching?

Uninstalled or disabled all antivirus, and wouldn't have malware anywhere at least to my knowledge.

I figured out where the issue is coming from. It's with a mod I've been working on. I've made three mods previously that have uploaded no problem, but when I put this one in the "Ideology Tree" folder, it causes the above mentioned issue. I copy-pasted the format from previous mods but that doesn't seem to work. Did I change a value of or alter something vital to the game to cause this?
