Game Won't Close

It is escalation, the game just won't quit correctly, it still says it's still running on steam even when I look on task manager and it's not there. I have tried to verify and uninstall but i can't because it's running. I can confirm that restarting the computer doesn't work either, neither does exiting steam. How can this be stopped?

This might be due to steam syncing or a bug report being uploaded. Does this happen everytime you close the game? What is your internet connection speed like?

I had to go into processes in task manager and close the launcher manually, because it was a steam launch, something messed the launcher up to the point it wouldn't close, but it's all good now. No it doesn't happen everytime. Thanks for your help anyways.
