Galactic Civilization III - ultimate edition bundle on steam - unable to buy

I'm a steam user and I've been directed here by Steam Support.
 
They wrote me:

The Game Developer is not offering a way to directly upgrade this purchase through the purchase of a bundle.

You may be able to obtain the content you are looking for by purchasing the DLC's individually.

However you will need to reach out to the Game Developer directly to see if they can offer any other ways to upgrade this purchase.

On December 2014 I've bought Galactic Civilization III (and I've also bought GalCiv I ultimate edition and GalCiv II ultimate edition).
 
I've discover last week that a Gal Civ III - ultimate Edition bundle was available on Steam.
After this I've tried to buy the bundle and then I've discovered that I cannot buy the bundle because I already own GalCiv III (base edition).
I've also asked Steam to remove GalCiv III - base edition from my account, but even if now the game is not present anymore on my library, I'm still unable to buy the bundle (because I still own original receipt of purchase)
 
Steam Support says that they can do nothing and that I have to ask directly to your support to solve this problem, and I've been directed to the forum by your automatica reply system on [email protected] because my issue does not seem to be one that is managed by email.
 
I don't want to buy the single DLC (which by the way will cost me more) but I want to buy the bundle (as I've already done in the past for ultimate edition I and II), even at full bundle price (93,57€), so I'm not asking to have a discount because I have already bought the base product (even if this should be a reasonable expectation).
 
So Could you help me?

We have discontinued the gold bundle edition, which was setup as 'complete the collection,' so this is not in error. The new Ultimate Edition bundle is only geared towards new customers.

So you're saying that, because I'm an "old" customer I've not the right to buy something that "new" customer could buy?

I know that "marketing" makes really strange choices, but in this particular case it seems quite stupid to me.

But anyway, because I REALLY want to but the bundle, let me ask some more questions:

1) If I ask a friend on mine to buy the bundle as a gift for me, I will be able to receive the gift?

2) On your support site you say that it is possible to ask email support to "merge" account, when "merge" apply? Is it possible to create a new steam account, buy the game and then ask to "merge" the two account?

3) I've asked Steam to remove GalCIV III from my library (and this seems to be a not reversible operation), thus now I do not have the game on my library, I understand correctly your answer that now I will not be able anymore to being able to buy the game again (which ever version)

UPDATE:

In the unlikely event that anyone is interested to this topic.

Yesterday night I was allowed by steam to buy the Galactic Civilization III - ultimate edition bundle.

I don't know If someone has done anything, but my problem is solved.

That's great to hear, though we didn't change anything. I wonder if it was just a Steam thing?

Glad you got what you wanted for the best price.  I've gotten almost all the DLC in bundles as they pile up, and have spent a lot of money on this game.  Most of the DLC are worthwhile, imo.  

If they do a Founders thing on GC IV, I'll definitely be going for it.

I do have the same problem, that i am not able to purchase the GALCIV 3 ULTIMATE EDITION for 35.65 EUR from Steam, because i own the basic gane :(. The Ultimate Bundle Price is MUCH less than the single buy of all DLCs and Extentions.
The Steam support directed me to the Stardock support.
Please help me too.

*** UPDATE ***

Here is the solution (Tip comes from Stardock Support):

Purchase the GC3 Ultimate Edition from your Stardock Plattform. Here you can choose if you want to buy from Steam or ADDITIONAL DISTRIBUTORS.  Choose ADDITIONAL DISTRIBUTORS in the Pull Down Menu.
Now complete your payment.
Together with the Order Acknowledgement (successful) I got a list of all DLCs/Extentions + Steam keys.

Alternative Click on YOUR PROFILE -> MY DOWNLOADS – in the list you will find the STEAM KEY links to each DLC etc.

 OK you require some minutes to activate now all this Keys in STEAM with the ADD GAME option (left down PLUS icon), but finally..all Extentions are activated and it works.

If Steam support could not help -> here is the solution!
