GalCiv3 Bugs in v3.96

I have been gathering information for a while about some major and some minor bugs in GalCiv3.  Now that version 4.0 is scheduled to come out in May, I decided I should compile what I have and report them like I did for version 3.05 some time ago in hopes that some of them can be fixed in 4.0.

I’m doing this because I want GalCiv3 to be even better than it already is.  Some of these are major, some are minor, some need a saved game that I haven’t managed to get yet, and some are my observations about the AI and what it does that is good or is bad, along with my thoughts on how the AI might could be improved.  I’m no expert on AI, but I have been watching what the AI does for over 4100 hours recorded by Steam, so maybe I’ve seen enough to know a little.

I’ve also tried to give as much information as possible as clearly as possible to make fixing these as easy as possible.  I hope I’ve succeeded.  I have already fixed some of them with mods, so I've included information about what I did.

Instead of posting everything here, I created a document in LibreOffice with the information, so it is in open document format.  In case that doesn't work for someone, I also exported it as a PDF file.  Both are included in a zip file here.

I've noticed a few minor bugs myself (such as the starbase list incorrectly reporting one to be mining promethium when it's actually mining duranthium). I'll be sure to take notes the next time I see them so I can provide specifics.

Is there any way to view a saved game, one turn at a time, from the beginning? (Apologies if this is feature is available and obvious, I can be painfully blind sometimes.) I could find a lot of these bugs quickly if so, and upload the save file to dropbox with specifics on when and where they popped up.

Agreed that this is a great game and all criticism from me is intended only to help make it even better.

I have managed to get a save that shows the bug in the one-per-race planet improvements that allows more than one to be built.  This is Item 11 in the main report.  I have written a document that explains all the steps in detail, so the bug should be easy to reproduce.  The document is in open document format like the main one, so I have included a PDF version also.  They are in a zip file along with the save.  It is available here.

Now, on to the 4.0 opt-in.
