Jeff does not spawn for Mowlings in Multiplayer

Attempted to start a multiplayer game as Mowlings and both time Jeff is nowhere to be seen, kind of a bummer since I was looking forward to player them in multiplayer for once.

Apparently he shows up on turn two, can't remember that being the case, but it seems to work.
