Previously, the Mining Starbase belonged to the Terrans and the Military Starbase belonged to the Torians.

This is annoying when you plan to buy a starbase from one faction when in fact it belongs to another, especially if one of the two starbases is not yet revealed on the map.
Each starbase, no matter which faction it belongs to, should have a unique name.

I see this a lot, it might help if starbases had the same naming conventions as fleets (e.g., U.S.S. Deep Space Starbase 4)

I don't know if the IAs exchange starbases, but in this case (U.S.S., etc.) it would also be necessary to change the name when the starbases are exchanged.
I think a single number per starbase in the name of the starbase would be sufficient, "Ryuoki Starbase 1", "Ryuoki Starbase 2" each name is unique.
