Notifications are erased, so it's impossible to read them.
I see this all the time. If the list is long enough then scrolling it will often bring them back. The ones that seem to disappear most often for me are the ones that appear in a different color, like "There are X ships in your territory that do not have open borders" and notifications about AIs declaring war on other AIs or AIs changing governments.
This bug has existed for a very long time. I never paid attention if it was according to the colors.
After a few tries, I actually noticed that those who are yellow color (at least) disappear from the list.
It's extremely annoying.
