Soundpackager Needed to get Windowsblind Sounds?

Hello,

I've noticed over time that some wba's say they include sound schemes in them.  I'm not sure if this is still the case with the more modern ones, but nonetheless, I've never heard different sounds than the windows default sounds even after installing wba's with descriptions saying they have sounds.  Is it necessary to own and have Soundpackager installed in order to be able to hear these sounds?  If so, does this still work on Windows 10 as an operating system?

Not the released version but the one we have in the oven will.  We have no timeline but one is coming.
