Crash Upon Initiating Earthling Dialogue

likely from missing Commander_Background.fbx

Greetings, all! 

At some point, most likely after the last update, the game started crashing upon initiation of the dialogue with the starbase in Sol (including on a new game). Looking through error files, I found an error log saying the game fails to load ../Assets/Models/Commander/Commander_Background.fbx, and found there's no such file in there. Running a verification of integrity/repair didn't seem to fix anything. 

Is there a way to quickly fix that? Can I get the missing fbx somewhere? What am I doing wrong the repair tool doesn't notice the omission?

Rolling back to 1.30hotfix turned out to be a viable workaround but of course that means I had to downgrade other stuff to keep playing. Also actually I have the GOG version and should've posted here and not on Steam. But what's done is done.
