Odd Quirk With Decoy

I didn't see a post to report something ive noticed about an aspect of the game. Deploying a decoy inside the temporal tower area lasts suspiciously long. If it is simply an intended mechanic I apologize but it is rather OP when a single decoy can hold back an entire wave or two.

A question about how the human faction obtains the PHC tech, do the two cooperate fully and share tech? From the Ashes storyline it seems as if the PHC has split from Earth and often makes references to having nothing in common with them anymore. Not to mention the fact an element has even gone as far as to block any quantum tech the PHC uses(Mars). Just curious as a player that has always found the story and the canon of it a large part of the enjoyment of the game. Reading through the info in Siege hints at some things but doesnt really piece it all together.

The PHC have no real involvement with the humans on Centauri. They are busy with their own affairs. If you played through the campaigns in Escalation you might remember a certain "Darius" being mentioned at the end.

Why was Centauri not colonized by the PHC or Substrate and converted to Turinium before the humans got there?  How can the humans colonize the galaxy when the PHC and Substrate can just teleport to the planet and colonize it before the human ship gets there?

Quantum streaming is limited in which planets the PHC and Substrate can go to. It also takes a lot of industrial buildup to convert an entire world to turinium as well as an active post-human/AI to manage the process.

In the case of the human colonists as well Darius Robotics have developed quantum streaming jamming technology.
