how do I install a soundpackage to use?

don't laugh TOO hard-try again-I redownloaded soundpagckager again-now someone please re-tell me how to install my HAL.(if it works, I'm getting it again-do I have to repay to get it again?(I don't mind if I have to)

It's not optimized for Win 10 if that's what your using. System requirements are for Vista/Win 7.
