This post is in response to many complaints that tall countries(meaning small) should be competive against wide countries. This post could be used to reference for any one who wants to see how tall countries fare against wide countries. The best defense I can figure is real world examples.
Trying to figure out the difference between a major nation, and a minor nation I came up with the Majors are the countries that either were once part of the United Nations that still exists that is not now a member of the united nations.(The only country that has done that is Taiwan), or is a member of the general assembly. This is the closest paralell to the galactic council in galactic civilizations 3. All major civilizations are at least at one time members of the United Nations. The minors I have pulled from the largest list of countries I could find that isn't part of the United Nations.

Ironically the Average Gdp for minors is $33,416 which means that the average tall nation's gdp is 92% that of a minor's. A tall nation has the least Gdp of anyone of them.
Gdp per capita is how much a country produces divided by it's population.
I did list the Gdp, and someone suggested that I should list per capita instead. I some what disagree about this. The countries I don't think spend based on population, but I think they still would be able to spend more. This is something Stardock can decide. Here the list is money per citizen. The average value of everything produced per person. Including how much cash they make.
The average GDP per Capita for wide is $8,699, for the average nation it is $14,869 but for the tall nation it is a lot $42,189. If we were going to make this like the real world. We first would divide the number of civilizations basing it on population this could be calculated by so, many turns, years, months, or at the beginning of every year. In the game by half, and one quarter. The first quarter would be on top. This would be the the wide nations, The middle half would be average, and the bottom quarter would be the Tall civilizations. The average civilizations would have no penalties or bonuses. The wide civilizations would have 59% the raw production from the population, while the tall nations would have 2.84 time the raw production of the average based on the population. It could be economy instead of raw production from population. The minors should get a bonus of 2.37. Or this could be a economic bonus instead of production. Or maybe some could have economic bonuses penalties while others have about a 2/3 or more reduction of the production penalties or bonuses.

I can't find a research list to include all the Majors, so this is the most I can find. The percentage of wide that is scientific is 75%; while, the percentage of average is 77%; while the percentage of tall is 33%; while the percentage of minors is 0.02%.
Now in order to be fair to the wide, and average nations. When I average the science I'm only going to use 16 wide nations, and 32 average nations since the average is twice as many nations as any one tall, or wide category.
The average research points for 16 top wide nations is 41.74, while the average points for the 32 top average nations is 49.43; while the average research points for the tall nations is 39.05, while the average points for the minor is 55.54, but we only have one nation for the minor, so it really don't count for the minor. Giving no penalties for the average, we will give the wide nations a 16% research penalty; while we will give tall nations a 21% research penalty. To be realistic.
Power index The smaller number is the better military.

There are only 9 tall nations with a military, so I'm going to use only 9 wide, and 18 average nations to compare. Remamber lower the number the better. The average wide nation military is.0.1559; while the average nations military is 0.4029; while, the average tall nations military is 1.6779. This means that the wide nation should get a military bonus of 39%, while that tall nations should get a military penalty of 416%.
