TECH SUPPORT - Can't Launch Game

Hello -

I can't launch the game from Steam.  I click on "Play", and steam announces that the game is running.  The Stardock launcher appears, offering me a choice of games to launch.  I click on Galactic Civilizations 3, then click on play.  The launcher disappears, and steam confirms that the game is running - for approximately 1.5 seconds.  Then steam reports that the game is "syncing", and then it is ready to play.  At no time does the game actually launch.
