Cannot control ships in combat

I cannot seem to be able to control any of the ships during combat, the ships seem to list about barely engaging untill they are destroyed.

I have checked the key bindings, Xbox one gamepad controls, and removed the auto-combat upgrade.

If I start a new game, the controls work.

Do you have the AI Fleet Coordinator installed?  IF you do, you have told the game to run the combat with the AI for you.  Remove the module and you will have control again.
