Why Can't I Change My Account Password?

Hi,

 

So for some reason I still cannot change my account username or password. I was still having this problem awhile which was shortly after I created the account. I get a message that says:

I know that I'm entering the right password. I've tried clearing my browser cache, using different browsers etc. Can someone help me with this?
