[Ship modelling] A couple questions for pro modellers

1) It's possible to insert a pause in an animation?

For example, I want a part to rotate 90° to the right, stop for 2-3 seconds then go back, stop again and restart the cycle. Is it possible?

 

2) Is there any way to create a glowing ball as custom part?

I tryed various experiments but found no way to create a convincing one. Any suggestion?
