If you're on a fence regarding buying Winstep Xtreme, I urge you to take advantage of the promotion, there won't be another for a long time.

Also, v18.8 is just about to be released, and it adds support for multiple Shelves (tabbed docks), vertical Shelves, Shelf scaling, and the new Drawers (an hybrid between a single-tab Shelf and a dock).

Winstep Xtreme is fully compatible with Windows 10 and UWP apps.
