missing gamedata.dat

I decided to try this game out and after a long download it immediately gives me this error and nothing else, just "missing gamedata.dat" and closes. This is in fact not a new issue https://steamcommunity.com/app/507490/discussions/0/1483232961051596683/ and it apparently has never been resolved. Is Stardock even supporting this game anymore? How am I even supposed to fix this? And yes I meet the minimum specs. Should I just try to get a refund or what?
