I've downloaded and installed some IP themes and a lot of them only change a few icons and everything else is either it's default or just plain white. The icons shown in the preview images look like they're complete. I have no idea what's going on.
You can try this if you like. I run on a Standard (Non-Admin) login in Win10. I have to apply the icon packages twice:
1st time, launch Icon Packager using the right-click "Run as administrator" option. Apply the icon package I'm wanting to apply. (This will also change the icons on the administrator login, in case it matters.)
2nd time, launch Icon Packager normally and apply the same icon package.
I get this too. I found older IP do not display correctly. Through my travels I concluded that IP's made from 2007 on up work fine. I have found some that took a really long time to load then the cpu locked up, black screen, hard restart. Then I get the blank icons.
