Spikes in CPU usage -- normal?

I am new to customizing Windows and I'm using Systemetrix in combination with ObjectDock. I notice that, for instance, if I double click to empty my recycle bin in Systemtrix, CPU usage momentarily shoots up to 100. Likewise, if I move back and forth over ObjectDock, my CPU usage goes up into the 90s. I have an Athlon XP 2500 Barton CPU, A7N8X Deluxe 2.00 motherboard, Radeon 9700 pro video card, 1 gb of HyperX RAM, etc... Is this normal, and just a quirk that comes along with certain customizing software? Will these spikes damage my hardware? Thanks.

Yes thats normal, when you start up your photoshop, or other program, your cpu get spikes, and pops up to 80 - 100 %
