Improvements question

Hi

Which diplomatic improvements apply civ wide? Which are only one planet bonus ? For example diplomatic corps.

I have not built them because I did not want to waste tiles and did not need them in past games to win . 

Also information on other buildings would be very welcome for the same reasons .

The improvements in ImprovementDefs.xml that are marked with <scope>Global</scope> and therefore should be civ wide are:

All Diplomacy +x.y bonuses from improvements are civ-wide. The other bonuses (e.g. to Influence) are only affecting the colony unless stated otherwise.

Diplomatic Corps (though it doesn't give Diplomacy bonus, just Influence) is awesome, since it allows you to train Diplomats and Celebrities on that planet. Build it on a world that has (or will have in the future) high Social Production (e.g. your homeworld).

I have apparently no access to Hyperion tech . Is that due to choosing the wrong race / attributes ? I see no way to research or trade for it either . Also no way to build a starport the only way I got them was by taking planets 

If I train a commander can I immediately drop him on to any ship ? What does it do for me ? Are they worthwhile?

Hyperion techs are available to races with the Starfaring ability.  I think the Arceans have it, or you could use it with a custom race.

Starports are not available to synthetic races, or those with the Zealots ability.  What race are you playing as?

And yes, you can add a commander to any fleet.  It add a "command ship" to the fleet, and you get greatly increased moves and some extra logistics for that fleet.  Definitely worthwhile.

I was using a custom version of the Onyx . And now maybe I can cross the Galaxy on ludicrous using a commander yes. Them old ships get a breath of new life . 

I was wondering what happened to some of the races in that some used to bust out and get 100 pop on their planets but none get anyehere near that now . They were hard to deal with but challenging

Population is now capped by Planet Class (Number of tiles on a Planet).

Maybe it was good in a way but made the AI weaker by limiting their pop. I had a heck of a time beating the Daleks 7 planets with incredible fleets and huge attack 

However the other races could not keep pace . Synthetic had a huge advantage maybe too much for fleshlings but instead of weakening the syns strengthen the carbon life maybe just have 2 food for a city

I usually contend for dynamic limits rather than hard limits because as the game goes on you need more power. 

I'm thinking places like Coruscant lol

I wonder if the devs would consider making everything more dynamic rather than static . I know they have many things that are dynamic . But just saying hard limits just don't seem to fit in a game that progresses .
