When you give an AI money

I'm back again. I'm Terran. I gave the Altarians  about 20,000 credits and a bunch of technologies 20 turns ago because they begged me to save them from the Drengin. When I checked on them recently they still had about 20,000 credits. Do the AI actually use gifts or do I have to give them warships to get them to use gifts as intended?

Hello again :) - if a race has trouble with a stronger superior power at war, best thing to give them is warships. They will then like you more for some time (diplomatically). Technologies are also very good, especially military-related ones (so they can upgrade their ships - check their ships beforeahead, if they sport laser weapons and you give them a better lasergun, many ships may be upgraded once they have the money for it). Gifting them money is also ok, but sometimes doesn't net good results. Some AI are reluctant to spend it (also, on lower difficulty levels they won't spend it at all...). Or they spend it quickbuying buildings etc. Spending them a few technologies that are carrying empire-wide bonuses will also help the AI greatly. Here's a trick: You can see (somewhere in the Foreign Policy-screen...) what technology the AI is currently researching. If you already have that technology you could gift it to them - they'lll get it anyyway, but with this version, you have a bonus for yourself, as the AI will like you more. I usually always do this with potential allies (I don't want my allies to invest research production into something I already have - I rather want them to research something I still lack, so I can get it from them so both parties benefit). It's also better to not give them a very strong package, but instead break it down to a few smaller packages, that you hand over to them not on the same turn, but on separate turns. The Drath leader suddenly popped up begging me to do something because the Thalan were too powerful. I gave him a whole fleet of 4 large ships and I know they would have taken out about 15 Thalan fleet. The ships turned brown and they sat there. After a few turns the Thalan surrounded us and they were at war with the Drath. Nothing happened.  The ships are still there.

Another thing that happened is I lost the party vote. Not sure when party vote pops up, but if you lose, you lose some pretty good bonuses so I loaded up a quicksave. I couldn't get a meeting with anybody. (Boy that feature gets on my nerves). Somehow i got a little more influence, oh right, I lowered my taxes til I had 99% approval. The vote came up again and this time I won in a landslide because the federalists didn't put in any influence. How do you not put in influence? 

Why did I win the vote? Was it because I became so influential as a result of lowering taxes and raising my approval?

Why didn't the Drath use the fleet I just donated? Also, why didn't the Drath give me some of their technologies. The fleet was worth about 28,000. I had to take all my compensation in cash and influence.  Would have been a lot more convincing that this was a head of state if he'd have shown some gratitude and then taken action.

Finally, How do I get the Drath to attack me? They're hostile towards me. I'm starting to build influence starbases affecting their planets, but I know that can take forever. Wasn't there some trick? Tell someone to attack them and then form an alliance with them? I think the game doesn't let you do that.

You won because of your 99% approval rating. If it's too low you'll loose. Just adjust taxes the turn before a vote so you can win, afterwards jack up taxes high until the day before a new vote begins.

Sometimes if you gift ships they won't move. Usually if the targets are too distant or the AI is set too simple. Higher difficulty level may change this.
