Unable to resize fences

I use Windows 10 64bit.

I upgraded to version 3. After installing the upgrade, I was trying out various Fence options. After a bit, I noticed that I can no longer resize/move fences. What can I do to fix it? I am attaching a link to a pdf file with screen shots.

Make sure your fences are not locked.
