Does Intrigue need/use a new Mod folder?

My mods don't seem to be sticking entirely.  Some parts of Global Defs, but not all.  Star System Defs, and Planet Defs aren't all sticking either.  I'm not getting errors when starting the game.

I recall there were changes to Crusade that were made at the Schema level, and were overriding the DEF files.  Have similar changes been made to Intrigue?

These are the mods that I'm not seeing take effect despite being located in my Mods Folder (which is the same one from Crusade):

Global Defs:  Custom Race Ability and Trait points 

Planet Defs: Habitabilty of Mercury, Jupiter, and Saturn by changing Planet Type to Habitable

                    Planet Class of Mars

Improvements Defs:  Removed Colony Unique Parameter from the Terraforming Techs, but still only able to build one.

StarSystem Defs:  Movement of Mercury, Jupiter, and Saturn into the habitable lane of the Sol System.

                             Addition of Venus to the Sol System

 

These Mods have taken effect as of Turn 33:

Global Defs:  Starbase minimum distance

Planet Defs:  Planet Class of Earth

 

This is where I am at so far.  I'm not getting errors, and debug doesn't show anything.  It really just looks like the game is ignoring some of the parameters.

I've been modding since before Crusade.  I've even tried also changing the core files for GC3, Crusade, and Intrigue.  Didn't see any changes.

The real bummer is the terraforming techs:  I kinda feel like a real society wouldn't only be able to just develop a certain kind of land once, but rather that they'd now have unlocked how to use that type of land going forward.

The rest are just tweeks that I move in and out of depending on how I feel about balance in the game.

There is repeatable terraformer mod in the mod section. It work with Intrigue but did not update the part about spending resource to build it so you need to edit it on your own.

As I responded in the terraformer mod thread, I already made those changes when Crusade came out and posted a link to a version that will work with Crusade and Intrigue with no further changes required.
