Why Start in Both HKCU and HKLM

Is this by design?

Hi. I'm using Windows 10, but have owned Fences since back when Start8 came out. I've installed Fences several times, and have noticed that it always has an autostart instruction in the registry in both Current User and Local Machine. This isn't a problem, I'm just curious as to why it's that way. I'm not aware of anything I'm doing during setup that would cause it, so I assume it's by design.

I'm just curious as to why it's that way.

There was an issue with Fences being delayed on boot for some - that duality solved it.
