Political Machine DLC expansion not installing on steam

The campaign DLC doesn't open and neither does the upgrade. It shows acquired but not installed and there is basically no way to install it.

Right click on the game in your Steam library and select View Downloadable Content. Check if install is ticked. If it is and Steam is still not installing it restarting Steam should fix the issue.
