Bazaar disabled in the exploration phase

All tier 1 mercenary ships aren´t hireable in the exploration phase (Age of Expansion) anymore. I think they are immersion breaking when your civ doesn't know any aliens but can still hire mercenaries from anywhere. This disables the bazaar from early game. No changes later on. And this mod doesn´t do anything else.

You will still meet the bazaar early on and civs with discreet ability still get a tier 1 mercenary ship.

I uploaded a new version of this mod now, because Stardock updated the file "MercenaryTierDefs", since I modded it.

You should download again.

This mod disables the bazaar completely (you cannot hire any ships), except for civilizations with the discreet ability. The latter get one ship for free (as before), and may hire one additional randomly chosen mercenary after reaching Age of War and Age of Ascension respectively.

I really made the discreet ability a prerequisite for hiring ships and limited the number of available ships from 12 to 1.
