Groupy isn't grouping Visual Studio 2017 properly

I've got devenv.exe set to auto group but every time I start a new instance of VS it's not being grouped with any existing ones.

I've tried the beta version and it still isn't grouping correctly. All other rules I've created (explorer.exe, excel.exe) seem to be working fine.
